Ekiti Introduces Performance Assessment For MDAs

Ekiti State Government is again setting the pace with the introduction of performance assessment of MDAs in the state as part of efforts of the Kayode Fayemi-led administration to ensure accountability in the state’s affairs and the delivery of good governance as promised the people.

The assessment was initiated and carried out by the recently created Office of Transformation, Strategy and Delivery (OTSD), headed by Mr. Biodun Oyebanji. The exercise was completed in the first week of April.

OTSD was established in December in partnership with DFID/SPARC to re-shape how government functions, re-engineer government processes and systems in order to ensure implementation of government’s developmental programmes in a more effective and efficient manner.

According to a statement, the quarterly assessment is one of the numerous ways the Dr Fayemi- led administration has introduced in the state to ensure accountability and transparency in the conduct of government business in the state.

One of the fundamental steps for improving government performance and accountability to the citizens is to create a platform upon which these institutions are monitored and assessed against their 2012 annual work-plans.

Each head of MDA was required to defend their work-plan before the Governor in January. The monitoring and assessment is to ensure that government targets are achieved; timely identification of problem areas that may require urgent attention; timely identification of weak performing institutions; and to ensure that budgets are not diverted to non-planned activities etc.

Oyebanji said after the exercise that assessment was akin to an examination of the Commissioners, Special Advisers and Directors General, who are heads of the MDAs. He said all the MDA heads acknowledged the need for such assessment as they reported that the knowledge that they would be assessed on performance would encourage a more proactive and positive attitude to work.

“So, it is not only teachers and civil servants that are being assessed, commissioners and other MDA heads are also being assesed to ensure improved performance” he said.
