HIGHLIGHTS OF SOME ACHIEVEMENTS OF THE DR. KAYODE FAYEMI ADMINISTRATION IN TWO YEARS

Ekiti State has witnessed unprecedented development since Dr. Kayode Fayemi assumed office as Governor on October 16, 2010. His administration has touched the lives of the people of the State in all sectors using the 8-Point Agenda for development put in place during the electioneering. The various policies of government are woven round the 8-Point Agenda and its effective implementation in the last two years has produced outstanding results – moving the State from a struggling civil servant State to an industrialised State and banishing poverty, diseases and ignorance. Through the results, the administration has been able to reclaim the trust of the generality of the people of the State.

 

GOVERNANCE

‘Enhancing participatory governance and accountability, motivating the citizens with ideas for better productivity, creating intellectual bank for policy formulation and implementation’

  • In ensuring participatory governance, the government introduced regular interface (via town hall meetings) with communities to get the people’s input in government policies and annual budget.
  • Adoption of a merit-based approach in the appointment and promotion of civil servants. Senior officials such as Head of Service, Permanent Secretaries, Administrative Secretaries and Accountant General are selected through competitive processes to ensure the emergence of competent officers that are
  • capable of driving government policies and programmes.
  • In 2011, Ekiti State became the first state to domesticate the Freedom of Information Act. Ekiti State House of Assembly in the last two years has received 41 bills from the Executive Arm and five private member bills. Of these, 37 have been successfully passed into law including one private member bill namely: A Bill for a Law to prohibit smoking in public places in Ekiti State. Some of the laws include the Fiscal Responsibility Law, Social Security Benefit Law and Child Rights Law.
  • The Internally Generated Revenue (IGR) increased from N109 million to N617 million monthly, through plugging of leakages in government.
  • Establishment of the Institute of Governance in partnership with the Ekiti State University, Ado-Ekiti. The institute is to design tailor-made training programmes for civil servants.
  • Establishment of Social Security Scheme for the Aged through which 20,000 indigent elderly citizens across the 16 local government areas of the state receive N5,000 every month.
  • Ongoing construction of four Legacy Projects of the Fayemi Administration namely new Government House, new Governor’s Office, Civic Centre (with museum, library and cinema), State Pavilion, and Life Academy.

 

INFRASTRUCTURAL DEVELOPMENT

 

‘Establishing optimum communities that will improve citizens’ lives and attract investments by 2014, all parts of Ekiti to be accessible by major roads, making water dams in Ekiti function; to increase water supply by 80 per cent; public private partnership for independent power projects’

  • The following road projects were completed within the last two years:

    Ado-Afao Road, Ado-Ilawe Road, Awo-Iyin Road, Efon-Ipole-Iloro-Ikogosi Road, Erijiyan- Ilawe Road, Ewu Bridge in Ilejemeje LGA, Ijigbo-Isato Road in Ado-Ekiti,Ilawe- Igbara Odo-Ibuji Road, Odo Owa-Oke Ila Road, Otun-Osun-Iloro Road, Police Headquarters-Basiri Road in Ado-Ekiti.

  • Ongoing road projects now at advanced stage of completion include:Ado-Ikere Road, Aramoko-Ijero-Ido Road, Atikankan-NITEL-Baptist Church Road, Ado- Ekiti, Ado-Iworoko-Ifaki Road, Ero Bridge, Ido Ile-Okemesi Junction Road, Igede-Awo-Osi-Ido Road, Ijan-Ise Road, Ijero-Ipoti-Ayetoro Road, Ijigbo-Baptist College-Ilawe Road, Ado Ekiti, Ikere-Igbara Odo Road, Ikole-Ijesa Isu-Iluomoba Road, Ilawe-Ikere Road, Ilemeso-Omu Road, Irele-Ponyan Road, Itapaji-Iyemero Bridge, Itawure-Okemesi Road, Old Garage-Ado-Ikere Road, Old Garage-Ojumose Road in Ado-Ekiti, Omisanjana132/133 KVA Deeper Life Church- Ikere Road, Ori Apata-Adebayo Road, Ado-Ekiti, Otun-Erinmope Bridge, Otun-Ora Boundary Road, Oye-Are RoadOye-Ikun-Otun Road, Ilukuno-Ipoti, Wuraola Gomez Road, Ado-Ekiti
  • A total 16 intra-city roads in Ado-Ekiti are nearing completion. They are:

Governor’s Office-Okesha Roundabout-, Oke-Oriomi-Aremu, Ola-Oluwa-Omisanjana, Oke-Ila-Idolofin, Stadium-Dallimore, Okeyinmi-St. Andrews-Oke-Ila-Housing, Okesa, Roundabout-Stadium-Oremeji Junction, Adebayo-Olora Housing junction, Basiri-Nova, Ile-Abiye-GRA-Onigari, Egbewa-NTA junction, Adekaitan-Ilawe-Spotless junction, Internal Roads in Okeila Housing Estate and Mugbagba-St.Paul’s Anglican Church.

  • Ongoing projects include erection of streetlights and construction of walkways in Ado-Ekiti as well as flowerbeds beside the walkways.
  • Traffic Lights erected at major junctions in the state capital.
  • Construction of five kilometre roads in each of the 16 LGAs of the state to open up the grassroots for development.
  • Renovation of the Oluyemi Kayode Stadium which now has one of the best pitches in the country.

 

ELECTRIFICATION: Purchase and distribution of 100 transformers to boost power supply in communities in the state.

Completion of electrification projects in communities previously without electricity:

Ilemeso, Ilupeju-Ijan, Iyemero, Odo-Uro, Oke Ako and Otunja.

WATER SUPPLY: Water supply has improved in the state from 25 percent when the Fayemi administration came to power to 45 percent.

  • The four major dams in Ureje, Egbe, Ero and Itapaji are presently undergoing rehabilitation for optimum supply of water.
  • The electricity problem of the mini water dams in Efon, Okemesi, Ido/Ile, Erijiyan and Igbara Odo has been solved by provision of heavy duty generators and water treatment plants with the mini dams now working. .
  • Provision of water to communities previously without portable water through the extension of pipelines at the following newly commissioned water treatment plants in Efon-Alaaye, Ido-Ile, Ipole-Iloro, Mary Hill, Ado-Ekiti and Okemesi.

 

TRANSPORTATION: Procurement and distribution of 100 Suzuki cars and 40 Nissan buses to transport unions to enhance public transportation.

  • Purchase of six luxury buses, three 26-seater coaster buses and two 18-seater buses to civil servants, students of tertiary institutions and other interest groups to cushion the effect of the removal of subsidy on petroleum products.
  • Procurement of Fire fighting trucks and equipment for the state fire service.
  • To improve the security situation in the state, vehicles were also donated to the state security outfit code named Swift Response Squad and the newly-established Army base in Ekiti.
  • The establishment of Ekiti State Traffic Management Agency (EKSTMA) has brought sanity to our roads. This has provided employment for 300 young men and women.

 

MODERNISING AGRICULTURE

Reviving cocoa plantations to make again a world leader in Cocoa Production; agriculture to contribute 50% of internally generated revenue; 20,000 Ekiti youths trained and employed in mechanised agriculture by 2014.

  • Establishment of Youth Commercial Agricultural Development (YCAD) Programme Through which 20,000 youths will be employed in commercial farming to reduce unemployment in the state. The first batch of participants comprising 150 youths are presently engaged in commercial farming at Orin Farm Settlement after an advancement of N500 million to the beneficiaries.
  • 15,000 farmers assisted through the supply of agrochemicals and fertilizers such as Ridomil, Biovan and Biothrin.
  • Payment of N40 Million counterpart funding in the National Programme on Food Security (NPFS) has led to the purchase and release of 12 new tractors valued at N72 Million for the FADAMA III project.
  • Disbursement of N83 million to FADAMA farmers group for the acquisition of agricultural inputs and implements.
  • Collaboration with British America Tobacco Nigeria in building a N4 million worth of cassava cottage industry at Odo-Oro, Ikole Local Government.
  • Distribution of N100 Million tools to farmers as subsidized rates in the Peasant Farmers Development programme Provision of micro-credit facilities to farmers. N35 Million naira at N150,000 per farmer, was disbursed to peasant farmers in the 177 wards in the State with no interest.
  • Purchase of additional 14 new tractors and associated implements.
  • Distribution of 143,781 bags of fertilizers to farmers
  • 829 kilometres of rural roads were rehabilitated and others constructed
  • 500,000 Cocoa seedlings were raised and sold to cocoa farmers as well as 60,000 of oil palm seedlings were sold to farmers at subsidized rates.
  • Establishment of cattle grazing reserves in Irele Community, Ikole Local Government Area
  • Distribution of agriculture equipment worth N57 million to rice farmers in the state.
  • Ekiti State became the first state in the federation to embrace the cassava bread initiative of the Federal Government. 150 master bakers have since been trained in the state.
  • To explore and take the advantages of the value chain in agriculture, a Cassava processing plant, called Vegefresh has started work in Orin while another private investor has concluded arrangements with the State government to process cassava from the next planting season.
  • Empowerment of thousands of farmers by Local Government Councils in the area of distribution of farm implements, hybrid seedlings and herbicides.
  • To show their support for a focused government, the National Assembly members from the state have agreed to surrender their constituency allowance running into half a billion naira to a common purse for the establishment of food processing factories in the three senatorial districts of the state.

 

EDUCATION AND HUMAN CAPITAL DEVELOPMENT

By 2014, a computer on every student’s desk; free and compulsory education up to senior secondary school; special initiatives for physically challenged students; establishment of institute of Science and Technology; creation of state sports academy for gifted youths Education

  • Introduction of free and compulsory education at Primary and Secondary school levels.
  • Enactment of the Ekiti State University Law consolidating all tertiary institutions into the Ekiti State University for quality standard and improved funding.
  • Payment of WAEC registration fees of candidates in Public Senior Secondary Schools
  • Establishment of Life Academies to empower students with special skills and to make them self-reliant.
  • Upward review of bursary from N5, 000 to N10,000 for Ekiti indigenes in tertiary institutions.
  • Construction of 330 classrooms and renovation of another 436 classrooms in junior secondary schools and primary schools across the state.
  • Ekiti won the Good performance Award of UBEC which attracted N50 million.
  • Payment of N50.7 million as bursary to 338 students of Ekiti State at the Nigerian Law School at N150, 000 per student.
  • Procurement of furniture for students and teachers at the cost of N600 million under the Operation Renovate All Schools in Ekiti (ORASE) programme.
  • Introduction of ICT to students in Secondary Schools and the ongoing distribution of laptops to secondary school students under the administration’s e-Schools project. 33,000 solar –powered laptop computers have been distributed to students and 11,000 to teachers this year. The plan is to distribute a total
  • 100,000 computers to students by 2014, when every student in the state public school is expected to have one laptop computer on his or her desk. The idea is to equip the students for the competitive world of technological development.
  • Just a few months after the launch of the project, the Joint Admissions and Matriculation Board (JAMB) announced that its examinations would henceforth be computer based.
  • In order to motivate teachers through proper remuneration, the Fayemi Administration approved the relativity pay for teachers in 2010. It also distributed 16 project vehicles to Education Officers for effective monitoring.
  • Presentation of two brand new cars to best behaved teachers.
  • Training of 4,160 teachers under the Universal Basic Education Programme in the modern method of handling the newly-introduced primary schools curricular designed by NERDC.
  • Distribution of 400 motorcycles to teachers serving in rural areas to ease their transportation problem.
  • Procurement and distribution of science equipment to 179 Public Secondary schools.
  • Purchase and distribution of English Dictionaries to Junior and Senior Secondary Schools in the State.
  • Distribution of school bags to students in public schools.
  • Massive renovation of 100 public secondary schools under Operation Renovate All Schools in Ekiti (ORASE) has restored modernity to the structure of such schools that had long been abandoned in the past.
  • Primary school education has also undergone a rapid transformation as new primary schools have been built and existing ones renovated.
  • Distribution of Sports equipment worth millions of naira to Secondary Schools in the State.
  • In fulfillment of his campaign promise to create job for the army of the unemployed, the Fayemi administration has employed over 5, 000 graduates under the Youth Volunteer scheme.
  • 7,500 unskilled old and young volunteers have been employed as facility managers and street sweepers.
  • 200 youths are currently undergoing training at the Oodua Skills Acquisition Centre, established by the government.

 

HEALTH CARE SERVICES

Free medical services for children, pregnant women, the physically challenged and senior citizens; establishment of health centres in all localities, increased immunisation coverage.

  • To strengthen capacity for effective delivery of health services, a total of 4,535 health workers were trained in various segments of health care delivery.

FREE HEALTH SERVICES:

  • The Free Health Mission was conducted in the first and second quarters of 2011 leading to the treatment of a total of 146,573 patients. By 2012, a total 300,000 Ekiti people have benefited from the programme
  • The Ekiti State Free Health Programme was officially launched on 25th July, 2011. 34 primary health facilities are currently providing free health services to children below age five, pregnant women, elderly citizens above 65 and physically challenged persons. The facilities have received stock of drugs and consumables worth N34 million to enhance effective delivery of services.
  • Establishment of three safe Motherhood (Abiye) centres in Ikole, Ijero and Ikere.
  • Upgrading, renovation and extension of secondary health facilities including the State Specialist Hospitals in Ikole, Ikere and Ijero, General Hospitals in Aramoko, Ise, Ijesa isu and Ayede.
  • Over 140 citizens have benefited from free hernia surgery provided by private donors and friends of the Ministry of Health.
  • The Ekiti State Ambulance Service has been strengthened with the procurement of branded ambulances for emergency mobility of patients including seven units of Ford E-350 Ambulances fitted with modern gadgets that have just been commissioned.
  • Medical Assistance to the needy patients amounting to N90, 771,023.63 for the improvement of healthy living of the affected patients.
  • Provision of compounding equipments for Pharmacy Department of State Specialist Hospitals Ikole and Ikere.
  • The CMS-UDRF took delivery of drugs and consumables worth N40,356,637.50 from the World Bank assisted HSDP II
  • An auditorium was completed and commissioned at the School of Nursing & Midwifery, Ado-Ekiti.
  • At the College of Health Technology, Ijero-Ekiti, an Administrative Block was constructed while the construction of 2 blocks of 200-bed hostel is ongoing.
  • A laboratory extension block was constructed and completed at the University Teaching Hospital to strengthen tertiary health services in the state.
  • A new Accident & Emergency Ward equipped with state-of-the-art facilities at the Ekiti State University Teaching Hospital, Ado-Ekiti. The male surgical ward of the teaching hospital was also renovated, upgraded and equipped for use.
  • Completion of the construction of Ekiti State Health Data Bank, to house andisseminate all Health Data.
  • Procurement of 34 Motorcycles to facilitates data collection and collation.
  • To strengthen capacity for the effective delivery of health services across the state, a total of 4,535 health workers were exposed to various trainings.
  • Out of the 26 cases of Acute Flaccid Paralysis reported by facilities, none was confirmed as a poliomyelitis.
  • A total of 137,442 ACT doses were administered to children aged 6 months and above.
  • Distribution of 10, 000 Mama kits & consumables which was done in January 2011.
  • Launching of Multiple birth Trust Fund. This was carried out in June 2011.Through the fund, financial and material supports was provided for families with multiple births.
  • Patients with cleft lip and palette deformities benefited from free corrective surgeries.
  • As a result of the above feats in the health sector, the state, under the sterling leadership of Governor Fayemi, was recently described as follows in the current Human Development Report: ‘Ekiti State is the most conducive environment to live, for long and healthy living with a life expectancy average of 55 years more than the national life expectancy average of 50 years’.

Similarly, the latest MDG Report (2012) circulated by the Federal Ministry of Health scored Ekiti high in healthcare delivery. According to the report, Ekiti has the second lowest infant mortality rate in the country. As a result, the Federal Ministry of Health commended Ekiti State for doing what no other state is doing on health care in the country. Ekiti is the only state that is doing free health 100 per cent to its pregnant women and covering 45 per cent of the state’s population under her free health programme. It is the only state that has in place, a social security programme by which it takes care of its elders.

 

INDUSTRIAL DEVELOPMENT

Jumpstarting industrial development by creating technology and industrial parks for small and medium scale enterprises; establishing micro-credit facilities for promising entrepreneurs, special focus for developing agro-allied and solid mineral sectors.

  • In order to jumpstart industrial development, the administration established the Fountain Holdings Limited to manage efficiently the investment portfolio of Ekiti State Government of Nigeria, and also represent Government’s interest in Public Private Partnerships.
  • The Ekiti State Enterprise Development Agency was also set up to encourage, promote and coordinate investment activities in the State with a view to stimulating economic growth of the state as well as serve as a veritable platform for interaction between the investing public and the State Government.
  • The Agency has transformed the former Odua Textiles into the Odua Skill Acquisition Centre where many youths are currently undergoing training in many vocations. The premises also accommodate a modern Industrial Park which is under construction.
  • Ire Burnt Bricks Factory which has been moribund for over 21 years has been resuscitated and commissioned after injection of new equipment worth N400 million. Full production is billed to commence in November.
  • ROMACO, a Quarry site in Igbemo has also been leased to an investor who would soon move to site.
  • The Fountain Solid Minerals Company recently established by the Governor to explore our mineral resources for maximum economic benefit started mining on July 17, 2012.
  • Exploration of Kaolin has started in Isan. Commencement of mining activities at Itawure, Ijero and Orin.

 

TOURISM

Making Ekiti State a most attractive destination for relaxation and holidays by building a heliport, world class hotel and accommodation facilities; developing Efon, Okemesi, Ikogosi, Ipole-Iloro, tourism corridor.

 

  • The Ikogosi Warm Springs Tourist Resort has undergone a tremendous turnaround by the Fayemi Administration and this is verifiable. The whole warm spring area has been redesigned with a new swimming pool and landscaping while the Villa chalets have been reconstructed. An amphitheatre is under construction at the resort. The level of work done has reached 70 per cent. The resort which now has about 100 rooms and conference/recreational facilities will be ready by December.
  • Procurement of state-of -art technical equipment for the state cultural troupe
  • Establishment of Ekiti State Council of ARTS and CULTURE with a bill passed by the EKHA.
  • Hosting of the play, Kiriji which eventually united the hitherto feuding families of Are Latoosa of Ibadan, Chief Ogedengbe of Ilesa, Fabunmi of Okemesi and Ogboriefon of Ibadan. The warring families ate together for the first time since the end of the war 125 years ago, on the same table with His Excellency, Dr. Kayode Fayemi

 

GENDER EQUALITY AND EMPOWERMENT

Promoting gender equality and empowering women to maximise their potentials; at least one third of all appointments and promotions will be women; immediate establishment of community fund for women development

  • On women empowerment, gender equality and care for children and the vulnerable, Wife of the Governor has assisted many women financially and materially through the Ekiti Development Foundation (EDF) which has collaborated well with the Ministry of Women Affairs in the following areas:
  • Signing into Law the Gender-Based Violence (Prohibition) Bill on the 25th November, 2011, making Ekiti State the first in the country to enact the Law.
  • During her tour of the 16 LGAs in the State, the Wife of the Governor sensitized about 8000 women .The tour also assisted in no small measure in uplifting the economic standards of the women, educating them on Reproductive Health as well as enhancing good rapport between the women and the government.
  • Grants were disbursed in collaboration with the Ekiti Development Foundation (EDF) to 178 Women groups to boost economic activities at the grassroots.
  • The Ministry of Women Affairs in conjunction with the EDF supported 160 women groups with cash grants.
  • Hundreds of Ekiti families have benefited from the Multiple Trust Fund which is an initiative of the Wife of the Governor, Erelu Bisi Fayemi, to support couples with multiple births.
  • 400 less privileged women across the 16 LGAs were trained in various skills and cash grants were given at the end of the training to enable them to be self-reliant thereafter.
  • The Ekiti Gender and Development Policy was launched on 14 October, 2011 (Ekiti became the first State to domesticate the National Gender Policy). The document is to provide a springboard for proper implementation of gender issues in the State.
  • Leadership and Assertiveness training was conducted for top female Government Officials and Wives of Top Government functionaries as well as Capacity Building Programme for Forum of Spouses of Ekiti State Officials.
  • EDF supported the payment of outstanding school fees of 60 students at Ben Folarin College, Ado-Ekiti with N420, 000 in March, 2012.
  • Promotion of the Childs Right Law through Intervention in cases of child abuse in Ekiti State. Regular support of the EDF in cash and kind to Erelu Adebayo Children’s Home, Iyin-Ekiti and the donation of an 18-seater bus for the smooth running of the a Children’s Home. The Ministry of Women Affairs has provided accommodation for Strays and Waifs.
