About
The Office of the Head of Service is an autonomous Department headed by Mr Bamidele Agbede, the Head of Service and being assisted by his aides both political and the technocrats.

The office supervises the following departments:

  • General Administration Department (GAD)
  • Office of the Establishments and Training (ESTABs)
  • Capacity Development and Reforms
  • Pension Commission(PENCOM)
  • Pension Transitional Arrangement Department(PTAD)
  • Bureau of Information and communications Development (BICT) 
Overview

The Office of the Head of Service is a creation of Section 208 of the Constitution of the Federal Republic of Nigeria 1999 (as amended). The functions of the Office as spelt out in the Ekiti State Government White Paper on Civil Service Reforms, February 1998, are as listed below:

  1. providing leadership and direction for the Civil Service by maintaining high morale, esprit-de-corps and good image of the Service;
  2. Fostering professionalism among Civil Service;
  • Advising the Governor, in consultation with relevant agencies on the appointment of Permanent Secretaries and other Accounting Officers among others.

 To efficiently and effectively implement government policies and programmes and deliver services to the public in transparent and impartial manner.

Vision

A highly professional, competent, and accountable workforce that will facilitate the socio-economic development of Ekiti State.

Key Activities

KEY ACTIVITIES

The key activities in the Office of the Head of Service are as follows:

1.      Providing leadership and direction for the Civil Service by maintaining high morale, esprit-de-corps and good image of the Service;

2.      Fostering professionalism in the Civil Service;

3.      Advising the Governor, in consultation with relevant agencies on the appointment of Permanent Secretaries and other Accounting Officers;

4.      Promoting good relations between Commissioners/other political office holders on the one hand and the Civil Service leadership/other Civil Servants on the other hand;

5.      Career development of staff including their training and re-training;

6.      Establishment matters of the Civil Service;

7.      Providing management services for the Civil Service;

8.      Coordinating industrial relations of the Civil Service and providing the Secretariat for the Public Service Negotiating Service;

9.      Leading the State delegates to the National Council on Establishment Service welfare matters

10. Service welfare matters;

11. Procurement and allocation of vehicles to Civil Servants;

12. Providing staff for newly established and ad-hoc bodies;

13. Monitoring of reforms, transformation strategies and efficient service delivery;

 

14. Providing office accommodation for all Civil Servants and political office holders.

Accounting Officers Lauds HoS, Bamidele Agbede, Says Ekiti is Endowed

The Government functionaries who spoke to shower encomiums on the Head of Service during a surprise birthday ceremony organized for him by members of Staff of his Office on Monday morning.

The Ekiti State Secretary to the State Government, Dr Habibat Adubiaro described the HoS as an amiable personality who loves everybody and works diligently without deceit.

A statement by the Director Press, Office of the HoS – Mr Femi Bamisaye affirms that Permanent Secretary General Administration Department – Mr James Owolabi, Permanent Secretary Office of the Deputy Governor – Mr Bayo Opeyemi, Permanent Secretary Office of Establishment and Service Matters – Mr Ibrahim Ganiyu, Permanent Secretary Office of Capacity Development and Reforms – Mr Dare Ajayi, Permanent Secretary PENCOM – Mr Afolabi Adebiyi, Permanent Secretary Cabinet and Special Services – Mrs Oyeyemi Kayode–Ojo, Executive Secretary PTAD – Mr Bamisaye Omotosho, Director HoS – Mr Sola Ogunlade and Director ICT –  Mrs Bosede Abayomi spoke extensively on the sterling qualities of the HoS as a hardworking, passionate, humane and caring boss with high respect to humanity.

They also eulogized his comportment to always illuminate with ease on any matter, impacted positively on the public service, concern for the welfare of his workers and also cares for his family. The government functionaries prayed for promotion and elevation in all cases, long life in good health, prosperity and happy living as he celebrates the new age. 

Earlier, the Permanent Secretary, Ministry of Finance and Planning – Mr. James Folorunso speaking from Psalm 16:5-6 and Psalm 128 prayed for the Head of Service, His family, Ekiti State Government and Nigeria in general. The wife of the Head of Service – Mrs. Titi Agbede thanked God for her husband and the way the Lord has been taken them through the ordeals of life. She described the HoS as a caring Husband and responsible Father, praying that the Lord will bless his new age.

The Head of Service Barrister Dele Agbede thanked the people who were present and expressed his surprise at the organization of the birthday programme by his Staff members. Going through the memory lane, the Head of Service narrated part of his life history and thanked God for sparing his life.

Ekiti Hos Àgbède Boasts Of Competence, Excellence In Ekiti Civil Service As Yéwándé Adesua Makes State Proud

The Head of Service who was happy at the way the beneficiary conducted herself, faced the hurdles and the challenges involved in the programme and came out successfully. He expressed optimism that the knowledge gained will be domesticated and used for the development of the public service.

In a statement made available to the press by the Director Press, Office of the HOS, – Mr Femi Bamisaye, Barrister Agbede described the beneficiary of the AIG-Imokuhuede as a passionate, committed diligent and unassuming officer who is worthy of emulation by other officers to move the civil service forward.

The Head of Service called on Civil Servants to always do their best as somebody is watching them and the reward will be accorded at the appropriate time.

He said that Ekiti State Government under the leadership of Governor Biodun Oyebanji led administration will continue to organize trainings and collaborate with relevant agencies to train its workforce.

The Head of Service commended the Permanent Secretary, Office of the Capacity Development and Reforms, Mr. Dare Ajayi for ensuring that training of the civil servants in various cadres in ICT and other digital technology skills are appropriately scheduled.

The AIG-Imuokhuede Leaders Programme in conjunction with the University of Oxford’s Blavantnik School of Government offers scholarship to potential men and women to participate in a seven- week world class leadership programme of academic scholarship worth 11,500 Great British Pound (GBP) each on Nigerian public servants who are successful in the keenly competitive application process.

The programme afford participants to acquire a range of vital leadership skills, conceptual frameworks and practical tools that will empower them to be more effective in their organisations through the challenges of an increasingly complex and dynamic world.

The Permernent Secretary, Office of the Capacity Development and Reforms, Mr. Dare Ajayi congratulated Mrs Adesua on making the State proud at the successful completion of the programme, charged her to be ready to cascade the knowledge gained into other public servants in other to improve the Ekiti Public Service attainment of the 21 century Public Service.

Earlier, Mrs. Yewande Adesua thanked the Ekiti Governor, Mr Biodun Abayomi Oyebanji for approving her nomination for the programme, which she said gave her the privilege to network with other meaningful people across the African continent especially the West African nations .

She also, explained that her exposure to the programme enlightened her to know that transition from paper dependent to e-office is achievable.

Adesua thanked the Head of Service for his guidance and supports to make the Programme achievable with ease.


Agbede Calls on Retirees To Be More Useful To The Society

The Head of Service, Barrister Bamidele Agbede has called on civil

servants to have confidence in themselves by divesting into
some respectable tradings that could boost their income , keep them
medically fit and also make them more useful to the society at
retirement.

Agbede made the call during the official commissioning and dedication service
of the AAA Chambers, a legal practitioning firm established by a
retired Permanent Secretary, Barrister Deji Ajiboye in Ado Ekiti.

The Head of Service said that after serving the state, public servants
should be able
to be employers of labour, share the experience in the service years
to contribute to the gross domestic product (GDP) of the nation, make
themselves and the people around them happy and not be beggars.

He called on civil servants not to be afraid of leaving the
service at the expiration of their service year but to be bold to
develop visions, think of the labour market and how to help the
community, utilize the rich experience as a public servant to work out
the possibilities of making themselves healthy and remain
happy for the rest of their lives.

 While commissioning the AAA Chambers, the Head of Service
congratulated Barrister Ajiboye for the brilliant initiative of risks
taking in the establishment of the Chamber as a way to solicit for the
common man.

While expressing confidence in the ability of Barrister Deji Ajiboye
to make great success out of the new venture based on his antecedents
as a successful public servant, Barrister Agbede admonished serving
public servants to emulate Mr Ajiboye by creating sustainable vision
that can secure their future.

The Bishop of the Methodist Church, Nigeria, Ado Ekiti Diocese, Rt.
Rev Abidemi Shittu in his sermon, called on Barrister Deji Ajiboye to
employ the Strategy of Clint -centered relationship, digital
orientation for workers’ investment in professional development,
Strong online presence in the Chamber and cultivating a positive
culture in celebrating success and fostering production value chain in
making the vision fruitful.

Bishop Shittu who stressed the importance of prayers to guarantee
success in life struggles, thereafter dedicated the
Chamber.

In his response, Barrister Deji Ajiboye, thanked the Almighty God for
sailing him through the hurdle of Public Service, part of which gave
him the vision to strive at giving back to society through the
establishment of the chamber.

He thanked the Head of Service for holding forth in truth the mantle
of a father to all the public servants including himself, to overcome
the challenges of life to be able to become a successful public servant at
last.

While thanking the people who were present at the occasion, he promised
to give back to the society and called for the patronage of
well-meaning Nigerians to the Chamber.
