Bureau of Public Procurement

Profile
In pursuant of the drive for accountability and transparency in Government business in the State, the Government established the Bureau of Public Procurement through the Ekiti State Public Procurement Law No.2 of 2010 as a regulatory body to carry out functions relating to procurement activities in all the MDA’s and Government institutions in the State.
Vision & Mission
Vision:

The Vision of the Bureau of Public Procurement is to achieve the highest standard of professional public procurement through integrity, trust and ethical practices such as openness, transparency, probity and accountability.

Mission:

  1. To promote fair and open competition, procure quality products and services and maintain public trust.
  2. To harmonize of the existing government policies and practices on public procurement and ensuring probity, accountability and transparency in the procurement process.
  3. To establish of pricing standards and benchmarks.
  4. To ensure the application of fair, competitive, transparent value-for-money standards and practices for the procurement and disposal of public assets and services.

Functions

  1. Formulate the general policies and guidelines relating to public sectors procurement for the approval of the council;
  2. Publicize and explain the provision of this procurement law;
  3. Certify state procurement prior to the award of contract;
  4. Supervise the implementation of established procurement;
  5. Monitor the prices of tendered items and keep a database of standard prices;
  6. Publish the details of major contracts in the procurement journal;
  7. Publish paper and electronic editions of the procurement journal and maintain an archival system for the procurement journal;
  8. Maintain a database of the particulars, classification and categorization of state contractors and service providers;
  9. Collate and maintain in an archival system; all state procurement plans and information;
  10. Undertake procurement research and surveys;
  11. Organize training and development programmes for procurement professionals;
  12. Periodically review the socioeconomic effect of the policies on procurement and advise the council accordingly;
  13. Prepare and update standard bidding and contract document;
  14. Review the procurement and award of contract procedures of every entity to which this law applies;
  15. Perform procurement and post procurement audit and submit such report ton the house of assembly bi-annually;
  16. Introduce, develop, update and maintain related database and technology;
  17. Establish a single internet portal that shall, subject to section 16(10) to this law serve as a primary and definitive source of all information on government procurement containing and displaying all public sector procurement at all time;
  18. Co-ordinate relevant training programs to building institutional capacity.
