"The pillar of any government lies not only in its capability to deliver on its promises but also in its effective coordination of the interface between the diverse arms of government to achieve the desired results of efficient and effective service delivery to its people."
The Fayemi-led administration has demonstrated substantial capabilities in good governance and inclusive democracy through the early initiatives and far-reaching decisions which it had taken within the last 100 days.
The primary thrust of the governance framework being efficiency in service delivery, participatory governance, accountability and transparency at all levels of government, the key highlights of which are:
- A 100Days plan (with timelines and concrete deliverables) as well as a detailed roadmap for the renewal of the state. While a good number of the deliverables in the 100Days plan have been achieved, the administration has taken up other novel initiatives to complement its governance mission and vision.
- A Budget of Renewal was presented within sixty (60) days of the inception focusing on reordering development priorities with emphasis on government's eight-point agenda of education and human capital development, health, agriculture, infrastructure, industrial development, tourism and environmental sustainability, gender equality and women empowerment. It also focuses on speedy completion of existing valuable projects and uncommon commitment to transparency and accountability which led to the public declaration of assets by the two highest principal officers of the government. Further to this, Governor Fayemi is unconditionally supportive of the enactment of the Freedom of Information Act in EKiti State during the life of his government.
- A detailed and clear-cut Ekiti State Development Strategy is in the offing with concrete inputs from all sectors of the economy.
The People's Governor had assented to the following people-centred laws:
- Fiscal Responsibility Law
- Ekiti State Customary Court of Appeal Law
- State Aids Control agency (SACA) Law
- Contributory Pensions Law
- Ekiti State Judicial Institute Law
- Ekiti State Statistical Law
- Rural Water Supply Sanitation Agency Law
- State College of Health Technology, Ijero Law
- Establishment of contacts and relationship with key development partners, bilateral and multilateral institutions.
- Already, some of these partners (e.g. DfID) have commenced assessment missions to Ekiti with the ultimate aim of establishing and outpost in the state to support the government in its agenda for uplifting the state.
- Commencement of biometric documentation for Ekiti State civil service workforce and adoption of human resource development framework.
- Establishment of an accountability framework and governance feedback mechanism through town hall and village square meetings.
Within a couple of weeks, the government will launch its use of ICT platforms to further promote governance feedback on its policies and programmes:
- Painstaking scrutiny of government projects through due diligence of contract papers, direct supervision of projects and certification of only totally completed work.
- Comprehensive civil service transformation strategy which has seen the appointment of experienced and competent hands in key service positions, restoration of car and housing loans to motivate staff, unprecedented payment of seven hundred million naira (N700million) gratuity to retired teachers and government workers.
- Strict adherence to rule of law occasioned by justice sector reforms encompassing the legal regime, police services and prisons.
- Continuous creation of the enabling investment environment and promotion of private public partnerships in various sectors with the establishment of a PPP Unit in the Finance Ministry.
- Laying the templates for long-term diversification of revenue base from wholesome Federal Allocation into agriculture, services and tourism.
The opportunities of the new governments in states of the south-west have provided the vistas for regional integration and multilateral developmental frameworks.
The People's Governor has ensured that Ekiti State is at the driving seat this regional integration agenda.
