The office supervises the following departments:
- General Administration Department (GAD)
- Office of the Establishments and Training (ESTABs)
- Pension Commission(PENCOM)
- Pension Transitional Arrangement Department(PTAD)
The Office of the Head of Service is a creation of Section 208 of the Constitution of the Federal Republic of Nigeria 1999 (as amended). The functions of the Office as spelt out in the Ekiti State Government White Paper on Civil Service Reforms, February 1998, are as listed below:
- providing leadership and direction for the Civil Service by maintaining high morale, esprit-de-corps and good image of the Service;
- Fostering professionalism among Civil Service;
- Advising the Governor, in consultation with relevant agencies on the appointment of Permanent Secretaries and other Accounting Officers among others.
To efficiently and effectively implement government policies and programmes and deliver services to the public in transparent and impartial manner.
A highly professional, competent, and accountable workforce that will facilitate the socio-economic development of Ekiti State.

KEY ACTIVITIES
The key activities in the Office of the Head of Service are as follows:
1. Providing leadership and direction for the Civil Service by maintaining high morale, esprit-de-corps and good image of the Service;
2. Fostering professionalism in the Civil Service;
3. Advising the Governor, in consultation with relevant agencies on the appointment of Permanent Secretaries and other Accounting Officers;
4. Promoting good relations between Commissioners/other political office holders on the one hand and the Civil Service leadership/other Civil Servants on the other hand;
5. Career development of staff including their training and re-training;
6. Establishment matters of the Civil Service;
7. Providing management services for the Civil Service;
8. Coordinating industrial relations of the Civil Service and providing the Secretariat for the Public Service Negotiating Service;
9. Leading the State delegates to the National Council on Establishment Service welfare matters
10. Service welfare matters;
11. Procurement and allocation of vehicles to Civil Servants;
12. Providing staff for newly established and ad-hoc bodies;
13. Monitoring of reforms, transformation strategies and efficient service delivery;
14. Providing office accommodation for all Civil Servants and political office holders.

The Government functionaries who spoke to shower encomiums on the Head of Service during a surprise birthday ceremony organized for him by members of Staff of his Office on Monday morning. The Ekiti State Secretary to the State Government, Dr Habibat Adubiaro described the HoS as an amiable personality who loves everybody and works diligently without deceit.
