Public Service Restructuring Will Promote Efficient And Effective Service Delivery – Famosaya

Ekiti State Government has said that the recent restructuring of the Public Service is designed to engender an efficient and effective service delivery in the state.

The State Head of Service, Mr. Olubunmi Famosaya made the assertion at a workshop organised by the state; SERVE-EKS Agency on the Introduction and Formulation of Citizen’s Charter.

Mr. Famosaya who spoke through the Permanent Secretary, Ministry of Finance, Mr. Philip Amujo highlighted some major policy changes in the public service to include adoption of a merit-based approach to the appointment and promotion of Civil Servants.

According to him senior officials such as the Head of Service, Permanent Secretaries, Administrative Secretaries and the Accountant-General were selected through an open and competitive process to ensure the emergence of competent officers capable of implementing the people-focused policies and programmes of the Present administration.

Reiterating the commitment of the Fayemi led administration to improving the welfare of civil servants, the Head of service noted that backlog of promotion of Civil Servants has been cleared while the suspended housing and car allowances schemes for workers have been restored.

He said that the Civil Service Rules have also been reviewed and renamed Public Service Rules following recommendations that the rules be extended to the Public Service.

In his remarks, the Senior Special Assistant to the Governor for SERVE-EKS Agency, Mr. Olusola Omolayo noted that good governance is essential for sustainable social and economic development.

Mr. Omolayo said that the state government embarked on the Citizens’Charters Initiative in response to the quest for solving the problems that people encounter in their daily dealings with public organisations providing the services.

The SSA explained that the Charter would assist in changing the mindset of public officials from that of people with power over the public to having the right sense of duty in providing citizens with necessary services.

Stressing that the focus of the present administration is good governance, Omolayo described the Citizen’s Charter as an expression of an understanding of the quantity and quality of services received by citizens from public service in exchange for their taxes.
