EKITI STATE EXECUTIVE COUNCIL APPROVED PRESENTATION OF SUPPLEMENTARY MTEF 2024-2026 DOCUMENT TO THE STATE HOUSE OF ASSEMBLY FOR LEGISLATIVE PROCESSING, PASSAGE INTO LAW.
The Ekiti State Executive Council approved presentation of the Ekiti Supplementary Medium Term Expenditure Framework (MTEF) 2024-2026 document to the State House of Assembly for legislative processing and subsequent passage into law.
This review is necessitated by the volatility in the national and global economic indices, increased revenue from the Federation Account and the need to accommodate new programmes and projects of government in compliance with Part 2, Section 13, Sub-section 1 of Ekiti State Fiscal Responsibility (First Amendment) Law, 2020. The fiscal document which is ordinarily prepared annually, is made up of Medium Term Sectoral Strategy (MTSS) and Multi-Year Budget Framework (MYBF).
The contents of the documents have also been aligned with the State Development Plan (EKSDP) 2021-2050 and took into consideration, the prevailing global macro-economic indices as they affect Nigeria and Ekiti State in particular. The Parameters, Assumptions and Indicators (PAIs) considered include global oil price, exchange rate of Naira to Dollar, inflation rate and the effect of fuel subsidy removal. Considering the Parameters, Assumptions and Indicators, the revenue projections for the period 2024-2026 are as follow:

SEC APPROVED N513.2MILLION FOR THE MIGRATION OF SOFTSUITE APPLICATION TO CLOUD AND IMPLEMENTATION OF BIOMETRIC SYSTEM FOR EKITI STATE GOVERNMENT WORKERS
The State Executive Council considered and approved a sum of N513,160,605.37 for the migration of Softsuite Application to Cloud and implementation of Biometric System for Ekiti State Government workers.
Please recall that the State Integrated Payroll System was introduced in 2011 for payment of public servants salaries and pensions. The system software is managed by a consultant, Soft Alliance and Resources Ltd. in conjunction with the Office of the State Accountant General since inception to date.
The management of the State payroll has been outstandingly productive in terms of prompt payment of salaries and pensions, reduction of sharp practices, online real time payment amongst others.
However, the existing on-site software, ‘SoftSuite Solution’, lacks essential features and incurs high annual maintenance cost, necessitating the proposal for migration to Cloud and Implementation of the Biometric System for Ekiti State Government Workers. The cloud system, on the other hand, offers enhanced accessibility and cost-effectiveness, robust data security, audit trail and reporting capabilities and improved users experience among others. Upgrading to a modern software application is crucial to establishing a world-class payroll system that meets global standards.
The job is to be carried out by the existing consultant, Soft Alliance and Resources Ltd.
STATE EXECUTIVE COUNCIL APPROVED N416.8MILLION FOR PROCUREMENT AND INSTALLATION OF FURNITURE ITEMS, FITTINGS AT THE CARGO AIRPORT
The State Executive Council approved a sum of N416,843,075.00 for procurement and installation of furniture items and fittings for the Ekiti Cargo Airport to enhance the comfort and convenience of both passengers and officials of the Airport.
The furniture items and other fittings includes Reception desks, office chairs, office tables, sofas, file cabinets, book shelves, restaurant tables, crowd control stanchions, executive and office swivel chairs, double bunk beds, push up machine, thread mill, cycle ergometer, patient bed with side drawers, coat hangers, day/night blinds for offices and toilets, logo applications, rechargeable standing fans, television sets, (PVR) DSTV decoders among other items, to be placed at various offices and halls at the Airport.
D&T Furniture was recommended as the preferred and most responsive vendor and was subsequently awarded the contract expected to be completed within three 3 weeks.
SEC APPROVED N204.8MILLION TO UPGRADE DAMAGED 2.5MVA TRANSFORMER AT IKERE EKITI 33/11KV INJECTION SUBSTATION TO 5MVA POWER TRANSFORMER
Exco considered and approved a sum of N204,800,000.00 for the upgrading of damaged 2.5MVA Transformer at Ikere Ekiti 33/11KV Injection Substation to 5MVA Power Transformer.
The failure of the 2.5MVA power transformer at the 33/11kV injection substation, discovered to have been caused by the significant overloading of the power transformer, had left important institutions such as the lkere High Court of Justice and the Bamidele Olumilua University of Education, Science and Technology (BOUESTI), as well as about one-third of lkere-Ekiti served by fourteen (14) distribution transformers in darkness for more than two (2) months.
It therefore became essential to not just replace the transformer but to upgrade it to prevent a repeat of such failure.
The project which is to be carried out by the Ekiti State Electricity Board through Direct Labour is expected to be completed within three months.
Please note that the State Electricity Board has competent and qualified personnel to handle the job.
STATE EXECUTIVE COUNCIL APPROVED N56.8MILLION FOR EXTENSION OF ELECTRICITY AND INSTALLATION OF TRANSFORMERS AT OLORUNSOGO COMMUNITY, IJADU ROAD, ADO EKITI
The State Executive Council approved a sum of N56,862,700.00 for the extension of electricity and installation of transformers at Olorunsogo community, Ijadu road in Ado Ekiti.
The approval was in response to a letter from the Olorunsogo community, lamenting the woeful state of electricity supply to the community, stating that power outage was incessant as a result of the overloading of the available distribution transformers and thus sought the help of the State Government to address the issue. Subsequent investigation revealed that the existing transformer was overloaded by extension to new lanes/streets to the extent it could no longer effectively serve area.
The job which is also approved to be executed by the Ekiti State Electricity Board through Direct Labour is expected to be completed within three months.
EKITI STATE GOVERNMENT APPROVED N72MILLION FOR EXTENSION OF IPP NETWORK TO THE INDEPENDENT NATIONAL ELECTORAL COMMISSION (INEC) OFFICE, ADO-EKITI
Ekiti State Government approved a sum of N72,005,850.00 for the extension of the State Independent Power Project (IPP) to the office of the Independent National Electoral Commission (INEC) along new Iyin road in Ado EKiti.
The approval followed complaints of epileptic electricity supply to the INEC’s office and the subsequent appeal to the State Government for intervention by the management of the commission.
SEC approval for the job to be executed and completed within three months by the Ekiti State Electricity Board through Direct Labour is to boost efficient service delivery and part of efforts of the Oyebanji administration to guarantee stable supply of electricity to every part of the State.
EKITI SEC APPROVED N183MILLION ON CONSULTANCY SERVICE FOR THE PROVISION OF MASTER PLAN FOR THE STATE’S TOURISM DEVELOPMENT
The State Executive Council approved the engagement of Messrs. Red Clay, Advisory Services to provide consultancy services for the provision of Master Plan for the State Tourism Development at a cost of N183,108,233.00.
The approval was premised on the desire for a comprehensive template for the development of tourism assets and potentials, particularly in an economically challenged environment like ours as it will help at controlling cost, optimize space and provide opportunity for a framework for the future growth of Ekiti Tourism assets.
The job is to be completed in 10weks.
STATE EXECUTIVE COUNCIL APPROVED N109MILLION FOR THE RENOVATION/REMODELLING OF A SECTION OF OODUA TEXTILE COMPLEX TO ACCOMMODATE THE FASHION AND GARMENT HUB
The State Government approved a sum of N109,207,807.15 for the Renovation/Remodeling of a section of Oodua Textile Complex to accommodate and kick start of the Fashion and Garment Hub.
The approval is in tandem with the plan of Governor Biodun Oyebanji to expand the Nano, Micro, Small and Medium enterprises (NMSME) clinics to support viable enterprises in the State through the establishment of a fashion/garment hub with the overall focus of catalyzing an industrial revolution in the State.
SEC APPROVED N634.1M FOR PROCUREMENT OF TWO (2) SINOTRUCK HOWO 4X2HOOK ARM GARBAGE AND TWO (2) SINOTRUCK 4X2 GARBAGE COMPACTORS
The State Government approved N634,104,750.00 procurement of two (2) Sinotruck Howo 4x2Hook Arm Garbage and two (2) Sinotruck 4×2 Garbage Compactors for the Ekiti State Waste Management Authority.
The approval was premised on the need for the procurement of four (4) trucks to improve the
capacity of the Ekiti State Waste Management Authority to rid the State Capital of wastes and other harmful substances.
As part of its strategy to improve service delivery, the State Government is focusing on enhancing the State Waste Management Authority through the provision of critical infrastructure. In alignment with this initiative, Government resolved to procure four new trucks for waste evacuation. This includes two (2) Sinotruck Howo 4x2Hook Arm Garbage Trucks and two (2) Sinotruck 4×2 Garbage Compactors in the State. The procurement of the Trucks is part of the honest quest of the present Administration in ridding the State Capital of wastes and harmful substances that could cause environmental pollution, flooding and other health-related diseases.
The purchase would be done by Direct Procurement due to the peculiarity of the job, and procured from Dangote Sinotruck West Africa LTD. being the sole distributor of the trucks in West Africa.
EKITI STATE EXECUTIVE COUNCIL APPROVED N69.9M FOR DREDGING AYEDUN, ELEMI AND OLOKORI COMMUNITIES IN ADO EKITI LOCAL GOVERNMENT AREA
In continuation of efforts of the State Government to protect life and property of the people from flooding and allied environmental disasters, Ekiti SEC approved a sum of N69,940,703.66 for the grudging of Ayedun, Elemi and Olokori communities in Ado Local Government Area of the State.
Government noted the need to dredge the waterways in view of the flooding experienced in the area between April and July 2024 and the need to prevent future occurrence.
The job is to be executed within three months through Direct Labour by the State Environmental Protection and Watershed Management Agency that is considered to have the requisite professional capacity and equipment to implement the job.
SEC APPROVED AWARD OF N2.3BILLION CONTRACT FOR THE CONSTRUCTION OF MULTIPURPOSE BUILDING AT THE EKSUTH TO MESSRS. AXIAL NIGERIA LIMITED
The State Executive Council approved award of N2,292,587,191.79 contract for the construction
of a new multipurpose building at the Ekiti State University Teaching Hospital, (Eksuth) Ado Ekiti to
Messrs. Axial Nigeria Limited.
The facility that is expected to be completed in 30 months, will house four wards/wings
each with 20 beds to ensure optimal patient care. Additional features include a pharmacy,
patients waiting rooms, consulting rooms, lecture/seminar rooms, offices, reception, pay-
points, conference room, medical library and car parks.
The construction of a state-of-art multipurpose building is one of the many initiatives aimed at
achieving the goal of providing top-notch healthcare services to residents of the State.
SEC APPROVED STATE’S PARTICIPATION IN NATIONWIDE CARDIO-METABOLIC SCREENING INITIATIVE TAGGED ‘PROJECT 10MILLION’
The State Government approved the State’s participation in a nationwide cardio metabolic screening initiative led by the Nigerian Health Commissioners Forum tagged “Project 10Million”.
The initiative aims to screen 10 million Nigerians for hypertension and diabetes mellitus, including 158,176 individuals across the 16 Local Government Areas (LGAs) of Ekiti State for free. The project will involve 895 health personnel working at 161 sites over a period of seven days.
Cardio metabolic diseases, such as hypertension and diabetes mellitus, are among the leading causes of morbidity and mortality in Nigeria. Project 10Million is aimed at early detection and management of these conditions to improve public health outcomes. This initiative is part of the Nigerian Health Commissioners Forum’s commitment to addressing the growing burden of non-communicable diseases through large-scale screening and preventive measures.
Hypertension and diabetes mellitus represent a’ growing health challenge in Nigeria, contributing significantly to morbidity and mortality. As Non Communicable Diseases (NCD), they account for approximately 27% of all annual deaths, totaling around 447,800. There is also a 17% likelihood of dying from NCDs between the ages of 30 and 70 years. Despite the increasing burden, awareness, early detection, and management of these conditions remain inadequate. Project 10 Million seeks to achieve the following:
Screen 156,178 Ekiti State residents for hypertension and diabetes mellitus within the designated campaign week;
Increase public awareness and knowledge about hypertension and diabetes mellitus in Ekiti State;
Link all newly detected cases to health facilities for confirmation, diagnosis, and treatment;
The implementation strategies for this laudable initiative are as follows:
i. Stakeholder Engagement: collaboration with healthcare providers, community leaders, and organizations to ensure broad support and participation.
ii. Screening Sites: We will set up 161 screening sites across the 16 LGAs of Ekiti State, in a scientific and proportionate manner, to ensure accessibility for all communities.
iii. Health Personnel: we will deploy 805 trained health personnel to conduct screenings and provide health education at each site.
iv. Follow-Up Care: We will ensure that individuals diagnosed with hypertension and diabetes mellitus receive appropriate follow-up care, including medical treatment, lifestyle counseling, and support.
v. Monitoring and Evaluation: A system to monitor the impact of the initiative on public health and make necessary adjustments based on feedback and observed outcomes will be established.
The initiative expected outcomes are:
Improved Health Outcomes: Early detection and management of hypertension and diabetes mellitus will lead to better health outcomes and a reduction in the burden of these chronic diseases.
Increased Awareness: Enhanced public awareness about cardio-metabolic diseases and their prevention will lead to healthier lifestyles and reduced risk factors.
Enhanced Access to Healthcare: Improved access to screening and healthcare services for individuals across Ekiti State.
EKITI STATE EXECUTIVE COUNCIL APPROVED PRESENTATION OF BILL TO PROVIDE FOR THE ESTABLISHMENT OF THE HEALTH CARE STANDARDS AND INSPECTORATE OFFICE AND OTHER MATTERS CONNECTED THEREWITH TO THE STATE HOUSE OF ASSEMBLY FOR LEGISLATIVE PROCESSING, PASSAGE INTO LAW
Ekiti State Executive Council approved presentation of bill to provide for the establishment of the health care standards and inspectorate office and other matters connected therewith to the State House of Assembly for legislative processing, passage into law.
The purpose of this Bill is to make law to provide for the establishment of the Health Care Standards and Inspectorate Office and other matters connected therewith.
The objective of this Bill is to establish Healthcare Standards and Inspectorate Office which shall perform the following functions among others:
(i) set required minimum standards for operations of health facilities both in public and private health sectors in Ekiti State;
(ii)provide a template or form for registrationto include information on projected patient flow and HMIS reporting to track actual performance;
(iii)inspect, monitor, accredit, register and renew the registration of all health facilities and establishments in Ekiti State;
(iv)disseminate specific performance indicators by way of information to the public from data made available to and analyzed by the Office at least quarterly;
(v)process applications for registration submitted to the Office from any person;
(vi)collate all necessary information on registered health facilities in Ekiti State;and
(vii)ensure the authenticity of the credentials of personnel of all health establishments in the State
