Directorate
The Bureau of Information and Communication Technology is saddled with the responsibility of making, reviewing, designing coordinating and implementing all Information and Communication Technology initiatives to promote smart governance (e-Government), effectiveness and efficiency of government operations across all MDAs. Information and Communication Technology enables government and its MDAs to have access to timely information, people are more participated in governance, promote assurance, trust and confidence, increase accessibility of the public service to the people, repositioned the governance and thereby improve service delivery to the citizens. Government have also come to acknowledge the importance of automation to increase work efficiency and cut unnecessary costs, leaving more to invest in enhancing citizen standard of living. The Bureau of Information and Communication Technology is set up to assist government, using modern Information and Communication Technology in ensuring transparency, meet citizens rising expectations for digital services, offer better streamlined quality services, citizens digital development and empowerment, increase openness and participation between government agencies and the citizens.

- Regulation of ICT hardware and software acquisition by providing government with hardware and software specifications prior to contractual obligations for system acquisitions in accordance with Decree 49 of 1995.
Monitor all ICT projects in the State. - Provision of Technical/Help Desk support and maintenance of Information and Communication Technology (ICT) related issues within MDAs.
- Liaising with MDAs for ministerial contents to be put into respective MDAs portal in the State Website;
- Receive and manage enquiries from website and disseminate same to relevant Ministries, Departments and Agencies (MDAs) for response;
- Maintenance of E-mail addresses for government functionaries on Ekiti State domain www.ekitistate.gov.ng;
- Provision of Intranet and Internet System to encourage automation and reduce bureaucracy in communication within MDAs;
- Taking periodic inventory of ICT equipment within MDAs;
- Prepare ICT projects and programme Concepts for the State Government;
- Responsible for ICT policy preparation/reviewing for approval of Mr. Governor and State EXCO.
- Responsible for Implementation of the approved ICT policy of the State;
- Responsible for preparation/implementation of ICT Strategy for approval of Mr. Governor in line with the 6-point Agenda of the State Government.

E-governance is one of the 6 pillars of the present administration. The government is establishing the use of Information and Communication Technologies with the aim of improving information and service delivery, encouraging citizen’s participation in the decision-making process and making government more accessible, accountable, transparent and effective. Therefore Mr. Governor role out various programmes and initiatives to transform Ekiti State from a solely agrarian state to a knowledge-based society vis-à-vis service oriented economy that is ICT driven. The following ICT projects were executed:

- Ekiti State Enterprise Broadband Network (Internet/intranet) Infrastructure(LAN/WAN): To enhance e-governance, effective and efficient services delivery, Mr. Governor graciously approved the restoration and extension of the Ekiti State Broadband Network Infrastructure to all MDAs within the state. The MDAs are interconnected with 96 cores, Single mode, full Duplex Fiber Optic Cables for internet and intranet services. His Excellency also approved the upgrade of the Broadband Network Bandwidth from 155Mbps to 700Mbps upload /download for fast internet access and swift flow of information in order to fast-track government activities across all MDAs. The connections were carried out based on locations which are herein referred to as Campuses;
- Campus A: The Fibre Optic Cable connection of Governor’s Office and all other buildings in the environ, Ekiti State Board of Internal Revenue Services and it’s environ.
- Campus B: Laying of Fibre Optic Cable from the Bureau of ICT Datacentre which is the Basestation down to the Auditor General’s office at the state secretariat. The Fiber Optic Cable path is from Basestation through Government house ground to bank road and landing at the auditor general’s office. Also the buildings within the State Secretariat, except the newly constructed ones, are interconnected using Fibre Optic Cables.
- Campus C: Connectivity was extended to Ministry of Works and Transport as well as Old Water Corporation Office using Point-to-Point Customer Premium Equipment from our Hilltop mini-Basestation at Oke-Ayoba to the respective offices. Fibre Optic Cable was laid from Datacentre to the Mini-Basestation at Oke-Ayoba. The connection to this campus is under suspension due to ongoing road construction.
Objectives:-
★ To build a scalable, secure, high-availability and very reliable system & network infrastructure for government operation;
★ To use ICT to pilot all government operations so as to encourage paperless or electronic communication across ministries, departments and agencies of government;
★ To improve the staff productivities, efficiency in government operations and quality of service delivery to the citizenry;
★ To save cost of governance;
★ To use ICT in eliminating fraud and increasing internally generated revenue of the state. - Unified Communications (UC): It is a communication infrastructure that allows the government to connect, communicate via email, Internet Protocol (IP) Telephony and Video Conferencing Services that would help to drive government activities/programs for efficiency in government operations.
Scope of Work: Provision of E-mail Application, Internet Protocol (IP) Telephony and Video Conferencing Service.
Objectives
★ To strengthen paperless communication among government functionaries;
★ To create effective internet platform for internal communication and coordination for the State.
★ Project Status: The email aspect of the Unified Communications has been completed and it is in use.3. The Ekiti State Website and Digital Media Platform: This is a collection of publicly accessible, interlinked web pages (information) about Ekiti State Government to the global world. The official website address is www.ekitistate.gov.ng. It make provisions for the dissemination of information on state activities to the citizens within and outside the country. The website is connected to social media platforms such as Facebook, X (formerly Twitter), Slideshare, Google+, Flickers, and YouTube for effectiveness and efficiency in the dissemination of information to the public.

- Scope of work: To provide and maintain a robust and dynamic website that would showcase activities and programs of government based on the 6-point Agenda of the present administration in Ekiti State.
- Objectives:
★ The Ekiti state website act as a central repository for official news, public records, legislative agencies, and emergency alerts (e.g. severe weather or public safety notices) (https://www.hoa.ek.gov.ng).
★ It creates room for civil engagement by forming a two-way channels of communication where residents can submit feedback, complete surveys, or file complaints directly with relevant agencies.
★ Enables citizens to complete tasks online, such as paying taxes, renewing licenses, or applying for permits, without needing to visit the physical office (https://ekitistaterevenue.com).
★ Ensure standardization and branding with a consistent user experience across different state ministry, departments and agencies, reinforcing the official brand and making navigation intuitive for the public.
★ Support local businesses by providing resources/information for company formation, investment opportunities, and clear information on regulatory framework.
★ For inclusivity and accessibility, it reaches all sections of society, including those in remote areas by ensuring the site is mobile–optimized and user friendly. - Project status: completed and is in use.

4. Government Data Centre: The Data Centre house the State ICT infrastructure of government networks, software, power infrastructure, government assets server, payroll server, internet and LAN/WAN servers and related systems. They are integrated and connected for the purpose of providing ICT service of whatever form for the state.
